EBCARA: Constitution
Name
The association shall be called the East Blatchington Conservation Area Residents Association (EBCARA).
Aims
The aims of the association shall be; to foster the interests of the East Blatchington Conservation Area; to conserve the environment in accordance with the most recent Conservation Area Appraisal and the relevant laws of England, including the Civic Amenities Act 1967 and the Planning (Listed Buildings and Conservation Areas) Act 1990; to liaise with Seaford Town, Lewes District and East Sussex County Councils, and other appropriate bodies, to protect the interests of residents and to provide input to council decision-making in relation to the Conservation Area.
Mode of Working
The work of the Association shall be carried out by its Honorary Officers, sometimes acting individually, sometimes acting as a Committee, and as directed by meetings of members. The Association is to operate on a non-Party political, non-sectarian, non-prejudicial basis.
Membership
Membership is open to all adult residents of the East Blatchington Conservation Area, and they may be first- or second-home owners, owner-occupiers or tenants. In addition the Rector of St Peter’s Church and the Blatchington Pond Manager are eligible for membership.
Subscriptions
Initially there shall be no subscription, membership depending entirely on residency. The Committee reserves the right to decide, depending on overheads, that a modest subscription may be necessary. Continuing membership shall then depend on residency and payment of subscription.
Honorary Officers
[eg] Chairman, Deputy Chairman, Secretary, Minutes Secretary, Membership Secretary, Venue Secretary to be appointed annually by free vote in a meeting of members. Contact details, such as postal addresses, e-mail addresses and phone numbers of Officers, shall be made known to members for ease of contact. There shall be no restriction on length of term of office.
The Committee
Policy and general management of the Association shall be directed by a Committee consisting of the Association’s Honorary Officers.
Meetings
The Committee shall call regular meetings of members on topics of common interest. An agenda will be circulated at least seven days before each meeting.
Minutes
Minutes of meetings shall be taken by one the Association’s officers, retained in the Association’s archive and made available for future reference.
Dissolution
If the Committee decides by a simple majority that it is necessary or advisable to dissolve the Association, any assets remaining after the settling of any debts or liabilities shall be dispersed to local charitable causes.
